Kentucky Governor Andy Beshear has designated October as Manufacturing Month, using the proclamation to catalogue what his administration describes as the strongest run of industrial investment in the commonwealth's history.

The governor's office said announced investment during Beshear's tenure is the highest secured under any Kentucky governor, citing Ford's nearly $3 billion, 2,200-job commitments in Louisville and its $2 billion, 1,900-job Kentucky 1 project in Hardin County, Shelbyville Battery Manufacturing's $712 million, 1,572-job plant, and Toyota's $1.3 billion investment in Scott County, in the administration's announcement. The figures are the administration's; individual project milestones are tracked separately as plants are built and staffed.

The proclamation also pointed to $51.6 billion in Kentucky exports in 2025, a 7.65 percent increase over 2024, and to unemployment falling in all 120 counties between December 2024 and December 2025, according to the governor's office. Kentucky's jobs count has stayed above two million since 2023, the administration said.

Independent rankings have given the state supporting evidence: Site Selection magazine placed Kentucky in the national top five, and second in the South Central region, for economic development projects per capita in its 2025 Governor's Cup rankings, and Area Development awarded a Silver Shovel designation, both cited in the announcement.

Proclamations are ceremonial, but the contest underneath them is not. Kentucky's pitch, battery plants, automotive investment and logistics, is aimed at the same shortlists as Tennessee, Georgia and the Carolinas. Manufacturing Month is the state's way of telling site selectors, in writing, that the welcome mat is deliberate and the track record is meant to be checked.

The administration's case rests on projects at different stages of proof: operating plants, plants under construction and announced plants whose job counts remain promises. Kentucky's October proclamation deliberately mixes the three, which is fair politics and incomplete accounting. The commonwealth's manufacturing story will be graded, as all such stories are, on the plants that open and the shifts they run.
